According to the World Health Organization, an estimated 1.2 million fatalities occur in road crashes globally each year. Fifty nine percent of these fatalities occur in the Asia Pacific Region, and crashes involving powered two-wheelers account for an estimated 34 percent of these deaths.

Working Party 1, the Road Safety Forum of the UNECE, in its celebrative 70th session in March 2015, held a Roundtable dedicated to powered two-wheeler safety policies. The Roundtable recognized an urgent need for program and policy development concerning powered two-wheeler safety among nations in South East Asia and recommended that guidance in the form of model legislative framework could facilitate such development.

The Roundtable suggested that such guidance could be created by engaging governmental agencies, research bodies and academic institutions from this region to identify two-wheeler safety problems which are common – and may be unique – to South East Asia and to outline the types of guidance that could be offered by Working Party 1 to facilitate safety improvements.

This conference followed up on these Roundtable recommendations by convening experts from across South East Asia to prescribe the content of proposed model legislative framework for powered two-wheeler safety.

Shri. Rohit Baluja who is the President of IRTE was the brain child and leader of this meeting. Shri. Baluja also is the winner of the 2016 INDUSEM Award for Social Engineering “Samajik Abhiyantrik Samman”
