Prime Minister Modiji’s 2026-27 Budget for BHARAT presented by Finance Minister Smt. Nirmala Sitharamanji focused on establishing Integrated Emergency and Trauma Care Centers at district hospitals to expand emergency care capacity for affordable 24×7 critical services across BHARAT to include all citizens.   

Graced by the august presence of Prime Minister ModijiINDUSEM Leaders Dr. Sanjeev Bhoi, Dr. Tej Prakash Sinha and Dr. Manu Ayyan participated in the Special Nationwide Web-Telecast Session on Budget Announcement Para 88, “Strengthening of Emergency & Trauma Care Centers” 

This special session focused on chalking the next steps to fulfill Modiji’s vision of providing world class Emergency Medical Care for all citizens of BHARAT.

Participation of INDUSEM Leaders as experts in this Special Session reflected INDUSEM’s continuing leadership in advancing emergency and trauma care as a public health priority and in shaping practical, systems-based solutions for district hospitals across the country.

This special telecasted session in the perspective of Budget Announcement Para 88, was called “Strengthening of Emergency & Trauma Care Centers,”. It was graced by the presence of PM Modiji and brought together policymakers, public health experts, clinicians, administrators, state representatives and other stakeholders to deliberate on how India can translate the Budget promise into a robust emergency care system across India in every district for every citizen at any location 24/7.

Honorable Prime Minister Shri. Narendra Modi mentioned in his Post-Budget Webinar the theme “Sabka Saath, Sabka Vikas – Fulfilling Aspirations of People,”. Honorable Prime Minister Sri. Narendra Modi underlined that fulfilling people’s aspirations is at the core of the Budget, while highlighting a broader national vision of preventive and holistic health, stronger training models for the care economy, and wider access to telemedicine.

The Special Session focused on strengthening the entire emergency care chain, from pre-hospital response to definitive hospital care. There was a need to integrate the 112 Emergency Response Support System with ambulance services and hospitals, improve coordination across emergency networks, and enhance operational readiness for faster response and more effective patient management.

There was a clarion call for transforming existing casualty wards into fully functional Emergency Departments with triage areas, resuscitation facilities, ambulance bays, diagnostics and emergency operation theatres.

Trained and Competent workforce Capacity building emerged as another major priority. Experts discussed structured training pathways for doctors, nurses and paramedics, expansion of MD and DNB programs in Emergency Medicine, creation of a dedicated Emergency Medical Officer cadre, and skill-based initiatives to build a sustainable workforce. The emphasis on skilling and partnership strongly echoed the Prime Minister’s call for stronger health-sector training models and a more future-ready care ecosystem.

The growing importance of digital integration and data systems, including state trauma registries linked to a National Trauma Registry, real-time monitoring platforms, and evidence-based planning to optimize ambulance deployment and improve patient outcomes was highlighted.

State-level innovations in emergency transport systems further demonstrated how data-driven approaches can reduce response times and strengthen district-level preparedness.

Summarizing this special session Dr. V.K. Paul from Niti Ayog stressed that strengthening emergency and trauma care at the district level must go beyond infrastructure alone and focus on performance, outcomes, convergence across ambulance and hospital systems, and continuous skilling of emergency care personnel.
